Building a provincial or federal cabinet requires gender, race, and region balance. A cabinet shuffle requires the same balancing of interests. Changes to a cabinet are made to deal with a problem or to prepare a party for the next election. But the best laid plans can go awry as personalities are involved. Shuffling a cabinet is more art than science.
